Who should apply?
For production funding:

South African production companies with relevant experience and a credible track record in producing content or broadcast quality.
New and emerging filmmakers who have a production company attached to the project.
For archive funding:

SA production companies that have produced at least three documentaries which have been broadcast on TV or released theatrically in either one hour or feature-length formats.

Festival Hosting
Provides opportunities for filmmakers to increase their distribution channels as many potential audiences do not have access to cinemas.
Provides platforms to communicate its strategy, policy, and programmes, while providing the industry with the chance to understand the NFVF as an institution.
Provide crucial networking platforms for the film industry.
Funding enables national festivals to grow markets for South African cinema, stimulating demand for local films and providing an opportunity for audiences to see their stories in cinematic form.
Filmmaking workshops during festivals give communities first-hand experience of making a short film and watching it.

Who can apply?

South African companies that have sufficient educational qualifications and/or experience to host a film festival on time and on budget and is not in a breach of any existing contractual obligations with the organisation.

Required Documents

Any amounts already committed by sponsors or companies already approached for funding.
An audience development plan and strategy.
Research done to date on potential festival attendance.
An audited financial statement, showing budget versus actual expenditure from the latest previous festival.
A detail report on the previous festival that includes the screening schedule and a verifiable attendance register listing the total number of people attending the screening of each film and the overall impact of the festival.
An updated CV for the applicant.
A certified copy of the applicant’s South African Identity Document (Dated within six months at the date of application).
A certified copy of the company’s registration document if applying through a production company (dated within six months at the date of application).
The BBBEE certificate or the BBBEE affidavit, signed by a commissioner of Oath if applying through production company.
The company tax clearance certificate or tax compliance pin document from SARS if applying through a production company.
The most recent Audited company financial statement.
A bank account confirmation letter for an account that is “Ring-fenced” i.e. dedicated to festival business only (dated within three (3) months at the date of application).
A company profile including a detailed CV and profile of the festival director and his executive team.
Details of the skills transfer plan for festival employees. Indication the reoccurring and upskilled staff from the previous year and demonstrating the growth and or progression of staff where applicable. List each training beneficiary ‘s details (Name, ID number, gender, race, and skills acquired).

Development Funding
The NFVF considers development as any work undertaken to put an idea or concept into writing with an intention of creating a script including research undertaken in a documentary, a short or a feature film whether fiction or real life. The NFVF also provides financial support to the development of television concepts that can be formatted, sold globally and licensed for remake rights or for syndication.

Independent production companies who hold exclusive rights or options for at least twelve (12) months

Treatment Chain of Title and Proof of Copyright where the work is not the original idea and letters of commitment from public figures in documentaries.

Producer fee (where appropriate) – this should not exceed 10% of the total budget
Overheads, not exceeding 5.5% of total budget excluding the producer fee
Development schedule
Writer’s narrative treatment

TV Format applicants also require:

Concept Outline containing the unique feature of concept
Universal dramatic theme
International adaption potential

Festival Attendance
The South African film industry has had an official presence at the Cannes Film Festival since 1997 and has participated in major film festivals around the world since 2000.

This has raised the profile of South African film and TV content and by implication, the industry.

The NFVF provides funding to filmmakers to attend screenings of their work at selected international festivals and events and to attend international markets enabling them to pitch projects and gain financing to advance their productions.

Filmmakers benefit from international festivals as their attendance provides opportunities to:

Increase their networks of international contacts.
Conduct business along with international standards and develop strong business models for their companies.
Develop skills needed to operate within the international film environment.
Secure finance for projects
Get support for projects that have been invited to internationally recognised pitching forums or competitions.
Enhance the profile of their films and increase the international appeal.

Application Criteria

One or more of the following;

Attendance of a workshop
A screening of your project
Your film participating in the festival or marketing competition
Your film nominated for an award
You having been invited to participate in a panel discussion
Pitching your film
Required Documentation

A Synopsis, including detailed information about the format and genre.
A one to two – page letter of motivation. Pointing out what is unique about the film and any projected success the film may potentially have.
A document detailing the proposed target audience including demographics and psychographics.
A distribution plan, detailing how and where is the film going to be distributed, including but not limited to details of the broadcasters and streaming platforms, a timeline with release dates across platforms, territories, cities, theatres and screens and documentation from any theatrical exhibitor that confirms a projected initial release date.
A signed letter of intent from the distributor.
A detailed sales, distribution and marketing strategy.
A detailed marketing plan and budget.
An Audience Development Strategy.
A comprehensive Distribution / Exhibition Plan.
Copies of any existing articles or clippings about the project.
A detailed timeline, showing the projected return on investment for the NFVF.

Film Publication Board Certificate
An updated CV for the Applicant.
Detailed profiles or CVs of the key creatives.
Company profile.
Certified copy of the applicant’s Identity document (certified within six months at the date of application).

Funding Approvals
The National Film and Video Foundation Council approves funding on a quarterly basis throughout the financial year of April to March 31st of the following year. All applicants are notified in writing of the outcome of their application and the complete list of approvals are posted below.

Education and Training Funding
NFVF provides funding for national and international bursaries and grants to organisations that offer training and development programmes that are related to the audio-visual industry.
National bursaries
Awarded as a non-repayable grant based on merit and/or financial need and paid directly to the respective training institutions for the applicable academic year.
Applicants must have completed and passed matric.
For continued support, beneficiaries must apply in every academic year cycle and pass all modules for the academic year.
Applicants must declare upfront in writing if they have been granted bursaries from other funders (public or private), disclosing the funder and amount received or committed by the funder.
The bursary covers 100% of the tuition fees.
Accommodation costs will only be paid for, subject to availability of funds and to financially needy students.
Exclusions:
Any performance arts and acting courses.

Eligibility for applicants:

South African citizen
Matric pass
Good academic record
Demonstrate a need for financial assistance.
Registered or provisionally registered to study for a full-time undergraduate, postgraduate diploma, or degree in film/TV disciplines at an accredited South African tertiary institution.
Required documentation:

Completed online application form
Letter of acceptance from the institution or letter acknowledging application
A one-page letter of motivation
Certified ID copy (Dated within six months of the application).
Certified copy of matric certificate or latest academic results (Dated within six months of the application)
Commitment letter for a bursary or loan from other sponsors/bank where necessary0
Annual academic fees breakdown from the institution
If not older than 21, provide proof of financial support (i.e.: latest bank statement with a bank stamp or latest payslips)
If the applicant is unemployed, he/she must provide proof of social grant, if applicable.
Parents/guardian/partner’s proof of income (i.e., latest payslip, bank statement with a bank stamp or IRP).
An affidavit stating the known/unknown whereabouts of the absent parent/s
A certified copy of the death certificates of the deceased parent/s (Dated within six months of the date of application)
If the applicant is not a minor (i.e. older than 21 years old), the applicant must provide proof of financial need (i.e. Latest payslip, bank statement with a bank stamp or IRP form)
Note: All certified documents must be valid for six months from the date of submission

Selection Criteria:

Preference will be given to previously disadvantaged individuals.
And to students enrolled in South African public tertiary institutions.
Financial need based on the combined gross income of less than R600 000 for both parents/guardians in the case of a minor (younger than 21).
Detailed motivation stating why the applicant should be considered for the bursary.
Academic performance will be assessed according to:
Latest academic qualifications
Students enrolled to further their studies will only be considered if they have achieved an average of 50% or higher.
The minimum pass rate in their previous year of study.
In the case of matriculants whose final results are not available.
An assessment will be based on their Grade 11 final results or matric June results.

Applications will not be considered if:

It is for outstanding (owed) tertiary fees.
Supporting documents are missing or not certified.
The application form is incomplete or wrong information is provided.

International Bursaries
The programme aims to equip film and television professionals for global competitiveness through overseas studies that are not offered in South African tertiary institutions.

Qualifying Criteria:

Apply six months before the course starts.
Be a South African citizen or permanent SA resident.
Have a good academic record.
Demonstrate a need for financial assistance; and
Be enrolled at an accredited overseas tertiary institution for full-time studies; post-graduate film/TV programme (the course must start in January 2022).
Funding will only be granted to courses that are unavailable in South Africa.
Live Performance or Acting courses do not qualify.
Applications must be accompanied by a detailed motivation stating why the applicant must be awarded a bursary together with all the supporting documents as indicated in the online application form.

Important:

Failure to provide all requested information will lead to automatic disqualification of the application.

Funding is provided for accredited film training programmes run by training service providers for:

Training for new entrants to help them launch successful careers through on and off-the-job training.
Skills programmes for professionals already in the industry to enhance their career development through targeted training and development initiatives.
Workshops run by professional bodies
Criteria

An applicant must be an accredited training provider.
Applicant must have a partnership with an accredited training service provider or accredited skills development facilitator with the South African Qualifications Authority (SAQA) or relevant body.
Programmes must address industry skills gaps.
Quality of the project including:
The appropriate level of skills and expertise.
Training objectives identified can be achieved through the proposed activities.
Training and assessment are set against relevant unit standards where they exist.
Ability to manage and deliver the project based on previous projects.
Demonstration of financial sustainability.
A realistic budget.
Funding for SEDIBA programmes
The NFVF offers training to emerging and experienced filmmakers in scriptwriting and producing through four programmes:

SEDIBA Spark Programme:

No-cost programme embracing best practices of international screenwriting, using the teachings of international masters of our craft.
Equips feature film writers with tools to allow them to shape their talent, originality, and creativity into screenwriting of an international standard.

Emerging and experienced producers who have completed a feature film script that is most likely to have international appeal

Emerging producer to have worked in the industry for at least 2-5 years performing line producer functions.
Experienced producers need to have produced at least a TV drama series and/or a feature film.

Overview
Video and film funding is available in the broad categories of Education and Training; Development (of feature films, documentaries, and TV concepts); Production (of feature films and documentaries), and Marketing and Distribution. It may take the form of a grant, investment, or loan open to all individuals, companies, and organisations throughout the year.

In each category, only one application per organisation, individual, or company will be considered.

In addition to financial assistance, support mechanisms will be made available once funding is approved. Funding allocation to selected projects will vary according to the specific cash flow needs of the project.

SA production companies that have produced at least three documentaries which have been broadcast on TV or released theatrically in either one hour or feature-length formats.

Provides opportunities for filmmakers to increase their distribution channels as many potential audiences do not have access to cinemas.
Provides platforms to communicate its strategy, policy, and programmes, while providing the industry with the chance to understand the NFVF as an institution.

Funding enables national festivals to grow markets for South African cinema, stimulating demand for local films and providing an opportunity for audiences to see their stories in cinematic form.

Who can apply?

South African companies that have sufficient educational qualifications and/or experience to host a film festival on time and on budget and is not in a breach of any existing contractual obligations with the organisation.

Any amounts already committed by sponsors or companies already approached for funding.
An audience development plan and strategy.
Research done to date on potential festival attendance.
An audited financial statement, showing budget versus actual expenditure from the latest previous festival.
A detail report on the previous festival that includes the screening schedule and a verifiable attendance register listing the total number of people attending the screening of each film and the overall impact of the festival.
An updated CV for the applicant.
A certified copy of the applicant’s South African Identity Document (Dated within six months at the date of application).
A certified copy of the company’s registration document if applying through a production company (dated within six months at the date of application).
The BBBEE certificate or the BBBEE affidavit, signed by a commissioner of Oath if applying through production company.
The company tax clearance certificate or tax compliance pin document from SARS if applying through a production company.
The most recent Audited company financial statement.
A bank account confirmation letter for an account that is “Ring-fenced” i.e. dedicated to festival business only (dated within three (3) months at the date of application).
A company profile including a detailed CV and profile of the festival director and his executive team.
Details of the skills transfer plan for festival employees. Indication the reoccurring and upskilled staff from the previous year and demonstrating the growth and or progression of staff where applicable. List each training beneficiary ‘s details (Name, ID number, gender, race, and skills acquired).

Development Funding
The NFVF considers development as any work undertaken to put an idea or concept into writing with an intention of creating a script including research undertaken in a documentary, a short or a feature film whether fiction or real life. The NFVF also provides financial support to the development of television concepts that can be formatted, sold globally and licensed for remake rights or for syndication.

Independent production companies who hold exclusive rights or options for at least twelve (12) months

Festival Attendance
The South African film industry has had an official presence at the Cannes Film Festival since 1997 and has participated in major film festivals around the world since 2000.

This has raised the profile of South African film and TV content and by implication, the industry.

The NFVF provides funding to filmmakers to attend screenings of their work at selected international festivals and events and to attend international markets enabling them to pitch projects and gain financing to advance their productions.

Filmmakers benefit from international festivals as their attendance provides opportunities to:

Increase their networks of international contacts.
Conduct business along with international standards and develop strong business models for their companies.
Develop skills needed to operate within the international film environment.
Secure finance for projects
Get support for projects that have been invited to internationally recognised pitching forums or competitions.
Enhance the profile of their films and increase the international appeal.

A Synopsis, including detailed information about the format and genre.
A one to two – page letter of motivation. Pointing out what is unique about the film and any projected success the film may potentially have.
A document detailing the proposed target audience including demographics and psychographics.
A distribution plan, detailing how and where is the film going to be distributed, including but not limited to details of the broadcasters and streaming platforms, a timeline with release dates across platforms, territories, cities, theatres and screens and documentation from any theatrical exhibitor that confirms a projected initial release date.
A signed letter of intent from the distributor.
A detailed sales, distribution and marketing strategy.
A detailed marketing plan and budget.
An Audience Development Strategy.
A comprehensive Distribution / Exhibition Plan.
Copies of any existing articles or clippings about the project.
A detailed timeline, showing the projected return on investment for the NFVF.

Education and Training Funding
NFVF provides funding for national and international bursaries and grants to organisations that offer training and development programmes that are related to the audio-visual industry.
ational bursaries
Awarded as a non-repayable grant based on merit and/or financial need and paid directly to the respective training institutions for the applicable academic year.
Applicants must have completed and passed matric.
For continued support, beneficiaries must apply in every academic year cycle and pass all modules for the academic year.
Applicants must declare upfront in writing if they have been granted bursaries from other funders (public or private), disclosing the funder and amount received or committed by the funder.
The bursary covers 100% of the tuition fees.
Accommodation costs will only be paid for, subject to availability of funds and to financially needy students.
Exclusions:
Any performance arts and acting courses.

Good academic record
Demonstrate a need for financial assistance.
Registered or provisionally registered to study for a full-time undergraduate, postgraduate diploma, or degree in film/TV disciplines at an accredited South African tertiary institution.

If the applicant is not a minor (i.e. older than 21 years old), the applicant must provide proof of financial need (i.e. Latest payslip, bank statement with a bank stamp or IRP form)
Note: All certified documents must be valid for six months from the date of submission

Selection Criteria:

Preference will be given to previously disadvantaged individuals.
And to students enrolled in South African public tertiary institutions.
Financial need based on the combined gross income of less than R600 000 for both parents/guardians in the case of a minor (younger than 21).
Detailed motivation stating why the applicant should be considered for the bursary.
Academic performance will be assessed according to:
Latest academic qualifications
Students enrolled to further their studies will only be considered if they have achieved an average of 50% or higher.
The minimum pass rate in their previous year of study.
In the case of matriculants whose final results are not available.
An assessment will be based on their Grade 11 final results or matric June results.

It is for outstanding (owed) tertiary fees.
Supporting documents are missing or not certified.
The application form is incomplete or wrong information is provided.

International Bursaries
The programme aims to equip film and television professionals for global competitiveness through overseas studies that are not offered in South African tertiary institutions.

Qualifying Criteria:

Apply six months before the course starts.
Be a South African citizen or permanent SA resident.
Have a good academic record.
Demonstrate a need for financial assistance; and
Be enrolled at an accredited overseas tertiary institution for full-time studies; post-graduate film/TV programme (the course must start in January 2022).
Funding will only be granted to courses that are unavailable in South Africa.
Live Performance or Acting courses do not qualify.
Applications must be accompanied by a detailed motivation stating why the applicant must be awarded a bursary together with all the supporting documents as indicated in the online application form.

Failure to provide all requested information will lead to automatic disqualification of the application.

Our support to national festivals and markets

The NFVF provides funding to national festivals to grow markets for South African cinema, generate and interest and stimulate demand for South African films and give an opportunity to our audiences to see themselves and their stories in cinematic form. Festivals provide opportunities for filmmakers to increase their distribution channels as many potential South African audiences do not have access to cinemas. They also provide a crucial networking platform for members of the film industry.

Filmmaking workshops conducted during film festivals give community members the firsthand experience of making a short film during the time of the festival and watching it. The workshops make communities aware of the possibilities of filmmaking as a career and contributor to economic development.

The NFVF uses film festivals and markets, where appropriate, as platforms to communicate its strategy, policy and programmes and provide an opportunity for the industry to get an understanding of the NFVF as an institution.

The NFVF conducts and commissions research regularly to inform policy and strategic decisions in the South African film industry to monitor challenges and opportunities within the industry.

SEDIBA Documentary Training Programme
In the aftermath of the COVID 19 pandemic and lockdown, the organisation supported by the National Arts Council (NAC) administered the Presidential Employment Stimulus Programme aimed to assist practitioners and their projects as well as companies that incurred losses (actual and planned/existing, new and those that were at concept stage) during the period.

National Treasury had entrusted a total of R140 million to the NFVF which it administered according to 4 streams including.

Stream 1: Production
Stream 2: Skills Development
Stream 3: Industry
Stream 4: Business Recovery
Currently the organisation is monitoring the implementation of the successful projects which were awarded March/April 2021.

To date:

A total of R105 million has been paid out to a total of 213 beneficiaries.
A total of 7, 668, 00 projected jobs in the audio-visual industry will be created through the grant.
The following streams received these payments:

Stream 1: A Total of R59 million has been paid to 132 beneficiaries.
Stream 2: A Total of R22 million has been paid to 44 beneficiaries.
Stream 3: A total of R13 million has been paid to 26 beneficiaries.

What funding does the NFVF provide for films?
The NFVF funds full length and short form fiction and documentary films either in script development or in production.

What kind of film projects does the NFVF fund?
The NFVF funds documentaries in development and production, feature films in development and production, short films in development and production and TV concepts for development and TV pilots.

Does the NFVF have a cap on funding?

For films In Development we fund feature films to a maximum of R200 000, documentaries a maximum of R100 000, short films to a maximum of R100 000 and TV concepts to a maximum of R200 000.
For films In Production we fund feature films to a maximum of R1 200 000, documentaries to a maximum of R200 000, short films to a maximum of R200 000 and TV pilots to a maximum of R200 000.
How can I get funding for my film from the NFVF?
Download an application form; follow the submission guidelines and post, courier or hand deliver four copies of the application to the NFVF offices.
Who may apply for an NFVF national bursary
Matriculants who want to pursue film/TV related to study for a degree or a diploma as full time students at an accredited tertiary institution.

When do I apply?
Application season opens from 02 June till end of August each year. Late applications are not accepted.

What does the bursary cover?
The bursary covers tuition fees only, 100% is paid for first years, and 80% from second year onward.

Is the bursary automatically approved until I graduate?
No, beneficiaries still need to re-apply each year within the deadline dates and have passed their year.

Do I need to repay the bursary after graduation or work for the NFVF?
No, this is a grant. However, the student is required to pass all their first semester subjects to be funded for the entire year.
Who may apply for an NFVF international bursary?
Applicant must be registered for a full-tim postgraduate degree in film/TV related study at an overseas accredited tertiary institution for a programme not currently offered in any South African university.

When do I apply?
Applicant must submit entire application at least six months before commencement of the course.

What does the bursary cover?
The maximum funding is R250 000 towards tuition and living costs.

Is the bursary automatically approved until I graduate?
No, beneficiaries still need to re-apply each year within the deadline dates and should have passed their year.

Do I need to repay the bursary after graduation?
No, this is a grant. However, the student is required to pass all their first semester subjects to be funded for the entire year.

Do I need to work for the NFVF upon graduation?
Graduates are not required to work for the NFVF upon graduation however, graduates are expected to give back to the industry upon their return and partner with the NFVF from time-to-time on projects that address skills transfer.
Who qualifies to attend this programme?

The NFVF has a fund administered by the Marketing Department for marketing and distribution of films, market and festival travel and festival assistance.

South African independent filmmakers and independent local distributors who have a complete film or TV product.
FAQs About The South African Film Industry
How many films are produced in South Africa each year?

A total of one hundred and four (104) locally (SA) and internationally produced films were released in South Africa between January and September 2021, and this amounted to a total Box Office Gross of R126,6 million. Of the full universe of films released, there were only nine (9) SA produced films with a Box Office Gross of R1,4 million.

Of the nine (9), four (4) films were independently released, three (3) films were State Theatre productions, later released at selected Ster-Kinekor theatres, as a result of the strategic partnership between the South African State Theatre and Ster-Kinekor Theatres aimed at screening theatre productions in cinemas and the remaining two (2) films were released by Indigenous Film Distribution and Filmfinity

What is the market share of South African films?

In 2017 the market share for domestic films was 4%, the market share for SA produced films in the first half of 2018 was 3%. Due to the impact of the COVID-19 pandemic, the market share of SA produced films has reduced to 1%.

How did COVID-19 impact the industry?

The Covid-19 pandemic has had a significant impact on the film industry. The impact includes business closures (38%), limiting local content development (28%) and limited training and skills development (28%) opportunities because of disruptions in production.

How much does the film industry contribute to the South African economy?

According to the NFVF’s 2020/2021 Economic Impact of the SA film industry report:

The financial year 2019/20 is used as the reference year (base year) because it was the last period of ‘normal’ industry operations before the disruption and impact of Covid-19 in 2020/21.

The direct contribution of the film industry to the economy of South Africa is projected at R3,86 billion. An additional R3,31 billion is projected to have been generated through indirect (R946.07m) and induced (R2,36 billion) impacts, resulting in a total contribution to the local economy of R7,18 billion.

Te direct impact of the film industry at market prices was estimated at R522.33m, the indirect impact at R157.01m, and the induced impact at R408.41m. The total estimated impact of the film industry on GDP at market prices if all the impacts are added is estimated to be R1,08 billion. Thus, for every R1 million in output generated by the film industry, an additional R0.76m of GDP at market prices was generated in the economy if the direct and indirect impacts are considered, and R1.22m if the induced impacts are also added.

2020/21 (Covid-19 year)

The COVID-19 pandemic has had a devastating impact on the operations of the film industry and the impact of the industry on the economy and jobs. The economic losses to output and employment caused by COVID-19 related disruption in industry activity for substantial periods (as per lockdown restrictions) during the 2020/21 financial year were substantial.

The film industry had an estimated expenditure of R1,03 billion in 2020/21, a 59% decline compared to 2019/20. The decline is mainly attributed to disruption in production activity for extended periods during 2020/21.

The contribution of the film industry to the economy of South Africa is projected at R2,91 billion in 2020/21, down from R7,18 billion in 2019/20. Household income declined by R476.53m in 2020/21 compared to 2019/20. The film industry is estimated to have suffered losses of 18 669 FTE jobs because of the Covid-19 pandemic, amounting to R129.29m loss in remuneration. The industry’s contribution to government taxes declined by R54.18m.

The Production stage of the SAFI’s value chain has the highest expenditure, accounting for roughly 95% of the entire industry while post-production accounts for less than 1%.

What is the film industry Multiplier Effect?

The employment multiplier increased by a multiple of 5,65 for every R1 invested in the 2019/20 fiscal. This means that for every R1 of expenditure an additional R2.82 cents of additional income was generated in the economy. In the case of employment, we estimate that for example, for every R1 million of direct expenditure, around 5,65 annual jobs were created/ sustained.
About the SAFTAs (The South African Film and Television Awards)
In 2005 representatives of the South African Film and Television industry resolved to come together with guidance from the National Film and Video Foundation of South Africa (NFVF) to establish the annual South African Film and Television Awards, the SAFTAs. The Awards honour, celebrate and promote the creativity, quality and excellence of South African Film and Television talent and productions, and serve to encourage entrepreneurship and the development of new talent within the industry.

Each award recipient is presented with a trophy, the ‘Golden Horn’, which has three heads symbolising collective effort, community, and the recognition of the individual as part of a team – an experience inherent to the film and television industry where collaboration is the cornerstone of successful productions.
